Public 811 locates cover only lines owned by utility companies, usually up to the meter or service connection. Non-conductive materials and missing tracer wire are another major cause of locate failures. Many private lines are PVC, HDPE, or older clay tile. If these non-metallic pipes do not have tracer wire, standard electromagnetic locating tools cannot detect them, leaving gaps in markings. When crews assume that “no marks” means “no utilities,” they can strike a line that was simply undetectable with that method.

Congested utility corridors create additional risk. Near buildings, parking lots, and industrial yards, electric, gas, water, sewer, telecom, and drains may share narrow trenches. Signals can overlap, transfer to nearby lines, or appear to shift, producing confusing or conflicting markings that require extra investigation.
GPR Limits, Faults, and Leaks
Ground Penetrating Radar (GPR) sends radar waves into the ground and reads reflections. Its performance depends on moisture, soil type, slab thickness, and what is buried below. Wet soils and high moisture can absorb radar energy, making targets less clear or completely hidden.
Concrete slabs with heavy rebar or multiple layers can mask small features. GPR may show general trends and larger structures, but small non-metallic lines or details may be obscured.
GPR alone often misses:
Small non-metallic laterals
Shallow service lines
Narrow pipes against noisy backgrounds
To improve coverage, multiple methods should be combined:
Electromagnetic (EM) locating in active and passive modes
GPR scanning for non-metallic and unknown targets
Fault locating for damaged power lines
Leak detection methods for water lines and suspected breaks
Even with a multi-method approach, utility markings indicate probable locations and should not be treated as guarantees.
Smarter Utilities Marking and Mapping on Private Sites
